and means testing and medicare. those are the things that house speaker boehner and president obama talked about in july of 2011. that is going on behind the scenes. that's the sticking issue and so on the debt ceiling. if president obama wants them to give on taxes, he must give on that. if he doesn't, we will go over the cliff and he is looking at a bigger fight in january over the debt ceiling. everyone is focused on the tax issue, but the real focus is what is in exchange for a debt ceiling increase. is it substantial medicare reform? >> i don't agree that the press is not talking about it. we know that is the big battle ahead. i think that part of the confusion and your point, all of these republicans, both those that are elect and control the radio airwaves have all said we are going to see the tax rate for the wealthiest americans go up. for some reason, we can't or we won't any time soon see speaker boehner get before a microphone and say we know this is part of the deal. to that point, what do you make of the negotiations. at least the finger points and i'm not doing this and you

to worry about it for another couple of years, that's what they want. house republicans have indicated that, look, they actually might want it to kick the can down the road, make a deal on taxes but kick it down the road where they have more leverage. president obama was asked about that earlier this week and said he doesn't want to play the debt ceiling game anymore. that's where republicans have more leverage than then do on other matters. >> all right. senior political editor mark murray, have a great weekend, sir. >> i want to bring in congressman peter welch from vermont. good to see you again. talked to you last weekend on msnbc. at that point you told me that you thought there was a 50/50 shot we'd go off the so-called fiscal cliff. today speaker boehner said talks were going absolutely nowhere. do you want to take an opportunity to update your prediction, or are you sticking with 50/50? >> well, i'll stick with 50/50, maybe 55/45 we will go off the cliff. essentially what's happening, your report was excellent, i thought. there's a face-saving maneuver that the speaker has to find.
